Configuration start & end dates are shown with seconds while we can't set them

Currently we show the start & end dates of a configuration with seconds:

However, we can only set them with minutes:

So for consitency I would suggest that we show them without the seconds (which has the benefit that we can copy the values directly & set it into the input field).
