Consisten quoting of entity names

We should use a consistent style of quoting device / platform / configuration / sites / contact names in dialogs, as for example when deleting entities, when mounting or unmounting devices or platforms, in warnings and so on.

Currently we use three styles of quoting:

1. Are you sure to delete "XYZ"?
2. Are you sure to delete <em>XYZ</em>?
3. Are you sure to delete XYZ?

I would like to go with option 2. and as mentioned in !520 (aeeaef60, comment 5593268) we could create a filter function or a component for that.
