[Fix] release-image-versioned not to run without tag

Description

As the error in https://codebase.helmholtz.cloud/hub-terra/sms/sms-cv/-/jobs/1222765 suggest, the job was triggered even if there was no commit tag.

Task

Make sure the job only gets triggered, if there is a commit tag
