Add device type for soil moisture

This is something Marvin mentioned in https://gitlab.hzdr.de/hub-terra/sms/orchestration/-/issues/34 currently there is no device type for soil moisture within the SMS CV, but it is one of the most common devices in hydrology, which is strictly necessary.
