Add filtering for root term for community elements

In https://git.gfz-potsdam.de/hydro/datamanagement/primary_data_management/measuredqtynamegen the hydrologists plan to query the cv with a filter like

filter[root.term]=someterm

Those are not supported for the moment & must be implemented.
