Add pontoon as platform type

In the discussion with Mattias Köppl to insert the platform data for their station at the "Tiefer See", we needed to add a pontoon as platform.

While it is a GFZ self construction, I still think it makes sense to have this in the platform entries in the CV, as measurements for sea sedimants or water layers aren't that uncommon.
