HTTPS support in pytest-apache-httpd

The fixtures in the pytest-apache-httpd package should support testing a HTTPD server via HTTPS.

Support in all fixtures would also enable HTTPS in the webdav_suite.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
