Lorenz' 96 two levels coupling doesn't match Marcel's paper

My implementation of two levels L96 has a weaker coupling between slow and fast variables. I use h*c/b while Marcel doesn't divide by b. i expect improvement in results, since the network have caught weaker coupling.
