upper vs lower diagonal nomenclature

we've adopted the variable descriptions from GOTM's fortran code, but they seem flat-out wrong in that upper and lower diagonals are switched. it might make sense with some reordering of rows/columns or the notion that our coordinate system for the ocean is some how "upside down", but in terms of math and software it's just confusing.

so do we stay consistent with GOTM or write sensible docs? we should at least mention the discrepancy in the docs either way
