Admin view for software indicator

Description

RSD Admins must be able to set relevant properties for the software indicator. Modify the existing admin view so that it meets the acceptance criteria.

Acceptance criteria

• Admin can set minimum scores for each dimension with accuracy 0.1
• Reporting year for which the score is valid is shown
• Drag-and-drop in diagram works with accuracy 0.1
• Admin can set attribute weights for each attribute. Current weight is 1.0 for all
• Initial minimum scores according to table:
