sms cv data needs to be queried via rest api

As the controlled vocabulary (CV) of the sensor management system (SMS) was replaced by a central CV hosted by DESY https://sms-cv.helmholtz.cloud/sms/cv/ we can no longer access the CV database directly.

We need to implement an option to instead query the data via the REST API https://sms-cv.helmholtz.cloud/sms/cv/api/v1.

As the SMS will also be replaced by a central SMS at some point (next year?) we will have to prepare an alternative access to it as well. However, that is not the scope of this issue. First it's only for accessing the SMS-CV
