allow SSL DB connection from cron-scheduler

The python scripts in the cron-scheduler currently can not establish a SSL/TLS-encrypted connection to the central postgres databases.

This is fixed by setting ENV PGSSLROOTCERT=/etc/ssl/certs/ca-certificates.crt in the Dockerfile (see also here)
