mqtt service test fails

The mqtt service test fails currently because version 2.0.0 of paho-mqtt was just released.

As a hotfix, paho-mqtt version will be set to 1.6.1 in the test.

This is not an issue for dispatcher workers, as there the version is pinned by the requirements.txt to 1.6.1
