Use keycloak for authentication in development

Description

• to decouple the dependency to helmholtz aai we are going to use a local keycloak which will behave the same way
• this is for development purpose only

Task/Acceptance criteria

• Local Keycloak is configured to be used with the tsm-frontend
• It is documented how the keycloak was set up
• It is documented which groups and users have been created
• It is documented which environment variables are needed
