Transect löschen

As Admin or Project lead, I want to be able to delete Transect.

• Admin and Project lead have right to delete transect
• Transect cannot be deleted if inspections or section events for this transect exist.
• If there are no inspection data, transect can be deleted. However, related sections must not be deleted. On transect delete, sections are set to unassigned state (section.transect set to null)
