Separate coordinators from counters

• counter is registered user with transect

• regional coordinator is registered user with role REGIONAL_LEAD with assigned transects that he can manage

• counter

  • Editing
    • can create inspection and corresponding observations
    • can choose counter from the list of observers (Beobachter - transect.users) - including himself
    • can edit / delete Inspection data (for other counters also) - by the rules for counter (4 weeks limitation)
  • visibility
    • counter sees the transects to which he is assigned as counter

• coordinator

• Editing

  • can create inspection and corresponding observations
  • can only see the counters in observers list (Beobachter - transect.users) - regional coordinators are not in this list
  • can edit / delete Inspection data (for other counters also) - by the rules for coordinator (4 weeks limitation)

• visibility

  • regional coordinator sees the transects to which he is assigned as regional coordinator
  • land coordinator sees the transects for icc2 that is assigned to him
  • species specialist sees the transects that have observations with species assigned to species specialist

• on creating inspection, inspection.users must be a subset of transect.users (validation - only counters can be observers)
• user with roles other than admin/project lead can see the id of the other user (required for observers drop-down for counters)
