update skeleton and implement pytest-lazy-fixture

this MR updates the skeleton to listen for the latest changes. and it inlines pytest-lazy-fixture as the original project is unmaintained, see https://github.com/TvoroG/pytest-lazy-fixture/issues/65#issuecomment-1914581161

furthermore we migrate here to the dasf-package-template which involves removing the pulsar stuff from the CI in favor of the dasf-broker-django project
