separate CLM specific stuff

This MR moves all CLM-specific stuff into dedicated apps and make this website more generalized. In particular, CLM-specific topic and registration options have been moved to the clm_registrations and clm_topics apps. In the next step, we will move these apps to the django-clm-project repository.
