Add options for empty CMS page and implement Internal Link Plugin

This MR implements an internal link plugin for the CMS where one can enter the name of an internal link (e.g. login) and it will be resolved by django. Furthermore it implements another template for the CMS that is completely empty, i.e. without logo and buttons in the top-nav.
