implement Login denied signal

this MR implements a signal that is emitted when the login for a user account has been denied. furthermore it add's a new reason identifier for a user when he or she is not allowed to login, namely helmholtz_email_exists. This reason is provided, when no duplicated helmholtz users are allowed.
