Template marriage DE
I implement the sphinx template structure, including cruft setup und configs, gitlab ci, pre-commit and licenses (https://codebase.helmholtz.cloud/hcdc/software-templates/sphinx-documentation-template), taking into account the german edition specifics. Additionally I add updated citations and fixed broken links.
