with this MR, we want to build the thredds-docker image from scratch (i.e. from the docker official tomcat image) as unidata/thredds-docker does not receive regular updates.

we use the mirrors of thredds-docker and tomcat-docker at https://codebase.helmholtz.cloud/hcdc/thredds/
