add gitlab-ci for build via repo2docker

this MR implements a gitlab CI pipeline based upon https://github.com/binder-examples/continuous-build/blob/17f9fa885d25cb6f9f37ce6efb3db60bc6da0940/.circleci/config.yml to build and deploy the docker image using repo2docker
