Warn an unauthenticated user that they are (likely) seeing services that they cannot access
When a user sees the list of services without authenticating, the cloud portal cannot know which services the user is allowed to use. Therefore, it will show all services. It is very likely that some of these services are ones that the user cannot access.
We want to manage expectations. A cloud-portal user may see some service and then feel disappointed when (perhaps after expending some effort to register) they learn that they do not have access to that service.
One option would be to include a disclaimer when viewing services without authenticating (e.g., "Not all services are accessible to all users."). It might be possible to adjust the appearance to further suggest this.
Once cloud portal is aware of SLAs (and can show users only those services they have access), the disclaimer could be updated (e.g., "Not all services are accessible to all users. Log in to see which services you have access.")
