News Software: Announce switch to codebase.helmholtz.cloud

On 2022-11-11 we will make codebase.helmholtz.cloud the default domain. Starting from then gitlab.hzdr.de will be redirected to codebase.helmholtz.cloud. This should not break anything.

We will create a news post until then which we can reference in the newsletter.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
