WIP: Enforce Jinja 2.11.3 to circumvent local build errors unter Ubuntu 20

Uwe Jandt (DESY, HIFIS) requested to merge jinja_2.11.3-enforcement into master

WIP to circumvent persisting local build problems.

The build error persistently occurs when

  • navigation.sections is used together with
  • Jinja2 version < 2.11.3,
  • seemingly only under Ubuntu 20.
