Add whitepaper for the specification of the local agent

Since not all services will be able to expose their API for account creation and for reporting information to the technical platform and since the technical platform strives to use only one unified API for that purpose, there is the need to develop a local agent for the use at the service providers side. This document drafts a first version of the specification for this local agent.
