Integrate Group Management Docs better

• Fix wording (for users there's only Helmholtz Cloud, no portal, no booking but management/request, like in the rest of the portal docs)
• Integrate into existing docs (PIs are not a separate persona but regular users)
• Remove unimplemented WIP parts (users can't do much here anyway, let's redo this once it's ready)
