Moved "Persona stories" to landing page (from Cloud specific page) -
Moved tutorials to overview tab -
Levels: - Have/Leave Helmholtz ID and Helmhltz Cloud as two main service categories
- overview/explanations, howtos, references

Nothing should be lost content-wise (so far) -
Check/Review basic structure

Check for whom this is missing -> personas -

in contrast to !637 (closed), here top level menus are HIFIS services (again)
