Define mockup / announcement for "Helmholtz Cloud"

The link to "Helmholtz Cloud" needs to go somewhere. Either an announcement page and/or mockup.

@stranljip do you think it makes sense to link to a mockup from there + announcement for later startup of TP?

Forgot to mention that this mockup/announcement site must be there before July 31.

Which made it difficult to answer for me in time :-) If this is still relevant, I think a static page with some details about the planned functionality would be better than some kind of mockup.
