Optional multi-lingual (eng/ger) pages

Mostly the pages should be english only; however in some cases it would be fancy to have optional german pages available (e.g. on pages suited for stakeholders). --> would need to be checked

Currently, I favor the first approach and will probably build a prototype upon it.

@jandt-desy What do you think? Should the navigation, footer and metadata items be translated as well or are you only referring to the content of the page?

I think it would be sufficient to leave navigation stuff/metadata in English and only optionally allow translation of single site content.

This is initially implemented via !22 (merged). Please open up follow up issues, if there are any changes required.
