Make hifis.net Gitlab project public (read only)

hifis.net Gitlab project should be world-readable but writeable (at least master) for admins only.

@SpickerHZB any concerns on this?

Fine for me.

I made the project publicly available. Only maintainers are allowed to merge changes to master.

• We leave write access to branches and lightweight issue tracking open for "users with access". If this gets too messy, it can be restricted more.
