Update on Structure page

Shortening + slight restructuring of "Organisation" page (Review App)

• Removed old cluster descriptions + added links to new "services" page
• Removed extra page for incubator process (helmholtz.de has this)
• Added the graph on cluster-centre distribution
• Bits of formatting
• Changed the title to "Structure and Governance", both on main page and on title lane.
