Redirect to English Version of inkubator update

As discussed in VC 2021-09-24, we should provide a link to an English version of the HIFIS special to the incubator update.

• /services/plony-consulting /services/hifis-spotlight-2021 shall lead to
  • for the time being: nubes version of text (english),
  • later: same text as blog post, then adapt redirect accordingly.
• Public ro link to all versions
• Internal link to all versions
• All texts yet to be finalized (independent from this redirection)

@jandt-desy I could imagine that sharing it as PDF might be the better option instead of docx?

I would probably prefer the URL to be something else. This might be more descriptive for users: .../hifis-spotlight-2021.
