New Spotlight SaQC (UFZ)

This MR adds a new spotlight by UFZ. The files were sent to me by David Schäfer.

@konrad @jandt-desy please have a look at the spotlight. I think especially in light of #185 (closed), we should think to postpone adding this spotlight to the list, until we have sorted out the discussion about minimum requirements in #185 (closed).

thanks. It looks good, but the picture should be visible on the page with the detailed view! After adding it or any other picture it could be published.
