Spotlights: add RAFCON

As was invited by @schlauch to add my software to the Helmholtz spotlight.

I followed the instructions and added RAFCON to the spotlights. Locally, Jenkins builds the page sucessfully.

@frust45 you previously fixed the deployment pipeline in !477 (merged). May I ask you to perform this magic here as well? Thank you :)

@jandt-desy fixed the visibility of the linked submodules. @Franz.Steinmetz the pipeline should work now, you can re-initiate it.

@christian.meessen @jandt-desy I just restarted the pipeline, but it still gives the error: Failed to clone 'submodules/templates' a second time, aborting

I presume now this is because of the relative path of the template, assuming to be located one hierarchy level top of the hifis.net project itself. Not sure how to solve this elegantly (i.e. without forcing absolute paths), will need to check.

It would probably work if you set an absolute path here, but this is not quite how we want to have this in master...

I will not do anything, but wait for your instructions

Seems to be a known issue ... and somewhat unsolved. So will need to try a workaround.
