Resolve "Allow optional visibility of roadmap past issues"

This hides roadmap items older than 60 days by default and provides an expand button. On click, past items will be displayed.

@jandt-desy My initial thoughts on hiding past items by default. Please have a look at https://hifis-review-app.hzdr.de/review-apps/hifis-hifis-net/31-allow-optional-visibility-of-roadmap-past-issues/roadmap/.

On the top, there is now a hide and expand button, which toggles the visibility of past entries.
