Update team page

Update hifis.net/team.

• Added communication experts
• Renamed "Team" to "Coordinators, Managers", because the overall team is bigger!
• Simplified "rank": 0 (not displayed), 1 (Coordinator/Manager), 2 (Comm Officers). Open for extension
• Remove some members that are not longer here
