Update front page and Hamburger menu

Uwe Jandt (DESY, HIFIS) requested to merge update-frontpage-hamburgermenu into master
  • Hamburger Menu: move FAQ from Learning materials to "can we help you"
  • Hamburger Menu: Make section titles (Helmholtz Services + Can we help you" non-clickable
    • Add then-missing information to "Overarching Work packages" and "Contact", respectively
  • Proposal to add "FAQ" to main page
