Generalize links to HIFIS overview PDFs

Uwe Jandt (DESY, HIFIS) requested to merge fetch-overview-without-dates into master

Following https://codebase.helmholtz.cloud/hifis/overall/communication/overview-materials/-/merge_requests/26, this needed to be updated accordingly.

  • general namings and links
  • create softlinks for (accidentally explicitly linked and distributed) HIFIS_overview_2022_03_*.pdf
