Preliminary fix for GPU compute

Follow-up of #43 (closed) :

During autumn 2024, we (at least I) will need some reasonable KPI plots (Incubator Workshop, presentations etc).

Propose to fix the issue #43 (closed) preliminarily, by setting usage to 0% and users to 50%+50%=100%.

For reporting in spring 2025, we can (and should) still review if the original KPI for that service recovered, as proposed here.
