This MR updates the Helmholtz Cloud KPI Calculation for the HIFIS Review Reporting.

• @jandt-desy Add new services: DESY Jupyter, DKFZ Limesurvey, HMGU Limesurvey
• @SpickerHZB define weights and which service to include in overall KPI calculation: 👉 kpi-weights.csv
  • Added new service data (with preliminary weight 0), update some data titles (a0654238)
• optional create graph for continuous KPI calculation (once per month or so)
• Update readme.md to link to techdoc; and update explanations
