Draft: Annual report 2022 main branch

The purpose of this MR is to collect data and discussions dedicated for the HIFIS report 2022.

Source-wise, it only introduces fixed reporting dates as desired for that specific annual report.

Do not merge this.

• Set Reporting date to very end of 2022 (2023-01-01)
• Basic Contribution-per-Service plot
  • VC 20230213: Redo this plot for End of 2021 + End of 2022
  • decide how to deal with post-hoc computations of KPI that were not weighted then
    (for end 2021: bwSync&Share was not weighted although some data was there at the time, but probably it was considered not reliable then)
• Adapt colours
• Fix close-to-zero bug that especially affects DKFZ Limesurvey, to some extent already for reporting date 2023-01-01, but to an enormous extend later on (2023-02-17 ff)
