Add a default scale from 0 to 100 for a data type called percentage

Extracted task from issue #51:

"default percentage scales to 0-100"

Here we want a default scale from 0 to 100 that is applied for data types that represent percentages. We need to introduce the data type of percentages as well which is an integer in [0, 100].

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
