Reorder Header manipulation into the proper order
requested to merge fix-disassociated-metadata into 144-offer-getters-for-_text-and-_label-in-questioncollections-questions-and-answeroptions
The cached header of the CSV needs to be modified first, before cross-referencing the entries with the CSV.
