Adapt Question IDs in Metadata to _ (underscore) for QuestionCollections that contain only one Question

Data header contains QuestionCollection IDs without Question IDs. These are replaced in the HIFIS Surveyval Framework to Full IDs like "Q001/_". This need to be the same in the Metadata.
