New service page regarding Helmholtz GitLab

A new service page will be created announcing our new Helmholtz GitLab service to customers and visitors to our web-page.

The new page will be hooked into the existing services page as a fifth sub-section and sub-page.

The content will be end-user driven, explain the features GitLab offers as well as introduce the helpdesk for reporting issues.
