Configure review-apps for simplified contribution workflow

Each branch gets deployed to its own destination that can be used to validate the changes visually, without the requirement for installing anything on the local system.

The review apps are available via https://hifis-review-app.hzdr.de/review-apps/$CI_PROJECT_PATH_SLUG/$CI_BUILD_REF_SLUG. The link will be displayed in the Merge Request UI automatically.
