Deal with Encoding Issues on Windows

On Windows, some characters like → and — do not get rendered correctly, because the cp1252 encoding might be used.

A solution is to set the environment variable PYTHONUTF8=1 according to this article and tests done by @schlauch.

Can we do this automatically?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
