Move from old Repo into the new

With that MR I have moved the backend code from the old repo: https://codebase.helmholtz.cloud/hmc/hmc/cct-5-community-services/tools/information-portal to this one. In that step I detangled the code into frontend, backend and docker repos. The result was that I needed to updated different import statements, the docker build file.

Should now run everything.
